Carlota Arevalo-Hammes is a dynamic and strategic Human Resources leader with extensive experience in public education, talent development, and administration. With over two decades of experience across instructional leadership and human resources, Carlota brings a unique lens to Human Resources—combining equity-driven practices with deep expertise in recruitment, onboarding, credential compliance, and employee relations. Her career reflects a deep commitment to fostering inclusive hiring practices and advancing equity through strategic leadership in both academic and personnel systems.
Her Human Resources leadership has been most visible in her roles within public education, where she led district-wide hiring strategies, facilitated credentialing audits for state compliance, and designed professional development systems to support teacher and school administrator’s growth and retention. Known for her cross-functional collaboration, Carlota has successfully partnered with unions, district departments, and community stakeholders to implement fair and inclusive Human Resources practices that advance student achievement.
Holding a Bachelor's from Loyola Marymount University, a Master's of Arts in Multicultural Education from California State University, Dominguez Hills, and dual credentials in school administration and multilingual instruction, Carlota is especially adept at supporting diverse workforces. Her bilingual fluency in Spanish and deep cultural competency have positioned her as a trusted liaison in multilingual school systems, ensuring that Human Resources initiatives reflect the diverse communities they serve.

Dr. Candi Clark

Dr. Candi Clark is the founder and President/CEO of The Education Experts, LLC. Before serving as President/CEO, Dr. Clark was the Chief Financial Officer for the Los Angeles County Office of Education (LACOE). LACOE is the nation's largest regional education agency serving more than 1.5 million students and over 100 school districts, community colleges, and charter schools in Los Angeles County.
With a team of over 450 employees, Dr. Clark was responsible for the administrative, business, budgetary, financial, facilities, and construction services throughout LACOE. Dr. Clark also managed the business advisory services and fiscal oversight of the county's school districts, community colleges, and charter schools, including the administration of payroll services totaling over 20 billion dollars annually. She also has significant experience in dealing with distressed school districts, budget reductions, and system realignment to strategic priorities.
Dr. Clark has nearly 20 years of leadership experience in government and business operations. Her background includes: K-12, county office of education, community colleges, institutions of higher learning, and state agency experience. Before joining LACOE, Dr. Clark served as Assistant Superintendent of Business Services for the Castro Valley Unified School District. In this role, she oversaw the district’s largest division that included: maintenance, operations, transportation, facilities, child nutrition, purchasing, technology, employee benefits, accounting, and finance. Dr. Clark has developed and managed multi-billion dollar budgets utilizing best business practices. She has also taught school finance at the university level and conducted educational seminars both nationally and internationally.
Dr. Clark earned her doctorate in Educational Leadership Administration and Policy from Pepperdine University, a master’s degree in Business Administration with a concentration in Accounting from the University of Phoenix and a bachelor’s degree in Business Administration from Belhaven University. Dr. Clark completed a national superintendent certification program and is also a Certified Chief Business Official through the California Association of School Business Officials.
Christine Coleman – Risk Management Expert
Christine Coleman is a transformative public sector executive with deep expertise in labor relations, risk management, and human capital strategy. With over 15 years of progressive leadership, Christine has consistently advanced innovative, equity-centered solutions across large urban school districts and municipal agencies.
Currently serving as Executive Director of Labor Relations at San Francisco Unified School District, Christine leads contract negotiations for 14 bargaining units, shaping labor strategy that directly impacts over 10,000 employees. Her work focuses on aligning collective bargaining agreements with organizational goals while navigating complex stakeholder environments, including unions, executive leadership, legal counsel, and elected boards. She is recognized for turning adversarial dynamics into productive partnerships through transparency, credibility, and principled negotiation.
Previously, as Director of Risk, Safety & Benefits at Dublin Unified School District, Christine implemented systemwide reforms spanning employee benefits, emergency preparedness, ADA accommodations, and workers’ compensation. She designed districtwide safety programs in collaboration with police and fire departments, implemented comprehensive leave and return-to-work protocols, and transitioned Human Resources operations to a fully digital platform. Her work directly impacted over 1,500 employees and 12,000 students.
Christine also served as Workers' Compensation Administrator for the City of Burbank, where she oversaw a $10 million self-insured program and successfully closed nearly 500 claims in a single year, reducing reserves by over $7 million and enhancing program compliance and efficiency. Across her roles, she has led cross-functional negotiations with bargaining units such as SEIU, CSEA, BCEA, and SMEA, and has authored contract language that balances fiscal sustainability with employee rights.
Christine holds a Master of Science in Human Resources from Golden Gate University and a BA in Intercultural Communication from California State University, Sacramento. She maintains multiple professional designations, including Certified Professional in Disability Management (CPDM), California Self-Insured Administrator (SIA), and OSHA-authorized Occupational Safety and Health Trainer (OSHT).

Thomas S. Roderick – Human Resources/Fiscal Analyst
Thomas Roderick brings together a strong blend of financial acumen, human resources expertise, and technical process knowledge. His experience includes overseeing budgeting, financial planning, and organizational operations, while also managing Human Resources systems, compliance, and employee engagement initiatives. Skilled in bilingual communication, he has led Spanish translations of educational programs to increase accessibility and equity. Thomas also excels in stakeholder engagement and business development, having represented organizations at statewide conferences and built lasting professional connections. His background in manufacturing processes and product launch support adds a layer of operational and technical insight. Currently pursuing a B.S. in Business Administration with a concentration in Management Information Systems, Thomas is sharpening his skills in data analytics, business law, and information systems. He is recognized for his ability to integrate finance, Human Resources, and technology to deliver strategic, innovative solutions.
